Draft Scout Snapshot: A closer look at the Eagles' picks: 4/98 - Matt Barkley, QB, 6-3, 227, USC...The Eagles feel they got a top-50 talent with the 98th pick. Barkley's selection proves mobility isn't a required skill in Kelly's offense. He ran a 4.9 in pre-draft workouts, but threw 12 touchdown passes in four games against Kelly's Oregon Ducks. QUOTES TO NOTE: "I'm going to steal a quote from Sam Rutligliano. He used to say, 'With a quarterback, it's like a tea bag. You don't know what you have until you put it in hot water.' The first time I saw Matt Barkley, he was a true freshman and he came into (Oregon's) Autzen Stadium, which is one of the toughest places to play in the world, and it didn't phase him a bit. Matt was never a freshman. There was just a poise about him. There was a calm about him." - Coach Chip Kelly on fourth-round pick Matt Barkley. - The Sports Xchange

04/28/13 - The Eagles were involved in just one trade during the draft. But it could turn out to be an important one. The Eagles gave Jacksonville one of its four seventh-round picks for the right to move up three spots in the fourth round Saturday. The Eagles used that pick to select USC quarterback Matt Barkley. The Kansas City Chiefs, who had the selection right after Jacksonville, intended to take Barkley.

"We had Matt rated in the top 50 players in the draft," said Eagles coach Chip Kelly, whose team got him with the first pick in the fourth round, the 98th overall. "We thought a lot of (other) people were going to try to do the same thing."

If Barkley had declared for the draft last year, he might've been a top-five pick. But he stayed in school and the decision ended up costing him millions of dollars. "I've stayed positive this whole time," he said. "I haven't looked back. As I said before, just to have an opportunity (is what I wanted). All it takes is one team. I'm blessed that the Eagles believe in me and are willing to give me a chance. No matter where you end up, it's just the beginning of the next chapter of your life." - The Sports Xchange

04/25/13 - DANE BRUGLER'S FINAL 2013 DRAFT BOARD: 47. QB Matt Barkley, USC (6-3, 227, 4SR)...Although his size, athleticism and arm strength are average at best, Barkley has NFL-level skills between his ears that will carry him further than his physical skill set. - Dane Brugler, NFLDraftScout.com
04/25/13 - ROB RANG'S FINAL 2013 NFL DRAFT BIG BOARD: 18. Matt Barkley, QB, Southern Cal: Barkley wasn't dynamic at his March 27 Pro Day but in completing 55 of 62 passes, he answered any concerns about the health of his shoulder and might have eased doubts about his arm talent, overall. The USC quarterback might lack eye-popping measureables but he possesses the best combination of the three traits I've found to be the greatest indicator future success in the NFL -- accuracy, awareness and anticipation. - Rob Rang, NFLDraftScout.com
04/24/13 - 2013 NFL DRAFT RANG'S GANG: QB: Matt Barkley, Southern Cal, 6-3, 227, 4.93...I have long argued that the two most overrated elements to quarterback play in the NFL are height and arm strength. Barkley does not possess ideal grades in either of these traits. He does, however, possess the best combination of any quarterback in the 2013 class in the Three A's - accuracy, anticipation and awareness - which I believe to be more important indicators of future success in the NFL. - Rob Rang, NFLDraftScout.com
